Thanks for your thoughtful attention to the reviewers’ comments. I have only a few things that need attention.

The title must be changed to reflect the main point of the paper. The current title is highly misleading and will frustrate readers who will look at the paper expecting one thing (the implied photochemical connection), only to find the real effect, a dynamical connection. In this day and age in which we get our scientific information from searches, automated feeds, and other databases, it is imperative that title give an accurate description of the paper’s content. I leave to the authors to come up with a new title, but I’m not sure the suggested addition of the word ‘Stratospheric’, will be enough.

‘Personal communication’ is acceptable.
It seems to me that Reviewer #2’s point about ‘visual range’ is still in play, 313nm is not detectable by human vision. I’m not LIDAR person, but wouldn’t the word ‘optical’ rather than ‘visual’ solve the problem?

Figures:
Figures 5/6, 8/9, 10/11, and 15/16. I know you requested the copy editors place those together across 2 columns. Rather than rely on them to do that to your satisfaction, a better approach would be for you do put the panels together in single figures, with (a) and (b) panels, as both reviewers recommend. You will then: have much better control over the final product, save words as only a single figure caption will be required, and lower your figure count.
The pictures are nice, but redundant. I recommend keeping one in the main paper (your choice) and putting the other one in the supplemental section, if you really want it.

Supplemental section:
I used to feel as you do, the supplemental sections make it harder for readers, but lately I’ve come to the realization that there are roughly two groups of readers. One group in is only casually interested in the work and wants just the main points (which is why you MUST change your title), and doesn't want to wade through a long paper to get the information. The other group is deeply interested in the work, and will digest as much detail as you can give them, including a supplemental section.
